White House Office of Management and Budget (OMB) has stayed the effective date of the pay-data collection provisions of the revised EEO-1 form in order to review the appropriateness of the revisions under the Paperwork Reduction Act (PRA). Employers Private employers with (1) 100 employees or more, and (2) federal contractors with 50 employees or more AND $50,000 in contracts, will be required to report the same data that they reported on the EEO-1 report they used for 2016. This EEO-1 collects race, ethnicity and gender data by job category but does not include the collection of pay data.
Although the new reporting requirements were intended to help identify pay discrimination, questions arose whether the data provide sufficient detailed information to identify causes of pay differences.
